I am writing on behalf of the Police and Crime Commissioner for Norfolk, Colin Sutton, to inform you that the consultation for the new Norfolk Police and Crime Plan 2026-2028 has now been launched.

The Police and Crime Plan will establish the strategic priorities for policing, crime prevention, and community safety across Norfolk over the next two years. As key partners in supporting and delivering safer communities, the views and experiences of local authorities are invaluable in helping to shape these priorities.

Please find attached information relating to the consultation. I would be grateful if you could take the opportunity to review the enclosed documents and complete the consultation survey, which can be accessed via the following link:

The consultation will remain open until Friday 9^th October, and we would encourage responses to be submitted before this date.

In addition, I would be grateful if you could share the consultation materials and survey link with relevant town and parish councillors, and partner networks where appropriate. The Commissioner is keen to ensure that as wide a range of views as possible are reflected in the final Police and Crime Plan.

This consultation represents an important opportunity for public sector partners, communities, and stakeholders to influence the future direction of policing and community safety across Norfolk, and we welcome all contributions.

FIND OUT ABOUT POTENTIAL HOUSING DEVELOPMENT IN STANHOE AND HOW TO HAVE YOUR SAY 

Kings Lynn and West Norfolk Borough Council have announced a Local Plan Scoping Consultation which started on 1st September and runs until Tuesday 29th September 2026.   The resulting plan will be called the Kings Lynn and West Norfolk Local Plan 2026-2044. 

During this period the council is asking for residents to share their views on what the plan should contain and how the council should work with the communities to prepare the plan. 

There are two sites identified in Stanhoe, on Cross Lane and Bircham Road.

29^th July 26 Supported the Council Leader, David Bick, visiting various facilities in Kings Lynn, including Children’s Services, the new Library, the Fire Brigade and Highways office. It was interesting to meet members of staff and get a better understanding of their day-to-day challenges and the support and help needed from the Council.

13^th August 26 Interviews for Independent Chair of the Pensions Board – Four very strong candidates were interviewed for this important governance role, with one person being selected at the end of the process.

EGM 14^th August 26 Attended an EGM of the Council to endorse the appointment of new CEO, Dennis Bacon. The Monitoring Officer confirmed that due process had been followed, throughout the recruitment and selection process. Council Leader David Bick endorsed the appointment and was confident that the new appointee will lead and steer the Council effectively on behalf of constituents in Norfolk.

4^th Sept 26 – Reform Conference today [Targets for 100 days as majority government] + Report published on Reform’s achievements in first 100 days at NCC.

Constituencies Issues

Speed Limits:  A number of residents have raised concerns requesting changes to local speed limits [usually from 30 MPH to 20 MPH]. I have sought guidance on this from fellow Councillors including Cllr Tom Dickerson who has responsibility for Highways issues. The costs of instigating a feasibility study is thought to be around £8,000 and so it might be possible to batch these requests to mitigate costs.

Transport Hub: Hunstanton – The new Bus Station was opened; some initial problems and concerns were resolved with my involvement.

Community Centre – discussions around Hunstanton Community Centre being brought back into use.

Committee Responsibilities

Chair of Pensions Committee – this is an important governance role to ensure that investments are well managed and that are appropriate, to guard members [who are both NCC employees and other groups of employees [such as Schools etc.]

Committee member Eastern Inshore Fisheries & Conservation Authority – concerned with the important local industry relating to inshore fisheries [sub-committee member for HR and Accounting Committee]
