    Minutes of Parish Council Meeting
    Held on Thursday 26th November 2009 in Village Hall at 7pm
    Present: Cllrs Terry Austin (Chairman), Pamela Austin, Gill Fenn, Rosemary Brown, Pen Roche, Mark Roche.

    Also in attendance were one members of Public.

    1. To consider accepting apologies for absence
    No Apologies received.

    2. To record declarations of interest from members on any item to be discussed
    No interests were declared.

    3. To approve the Minutes of the last council meeting held on 24th September 2009
    Minutes approved as a true and accurate record of the meeting.

    4. To adjourn meeting to allow public participation
    John Seedhouse raised hedge planting on Cross Lane and said the planting of hedging/trees would not be appreciated by a number of residents of Cross Lane.

    JS also raised litter problems in the village and expressed the desire to have more support from the Council. After attending the Stanhoe Archive Group presentation the old pictures of the pond looked very good and he suggested that the pond should be restored to its former glory.

    The Chair raised the problem of litter at the property beside Stanhoe Crossroads; on a previous planning application – which was approved – a condition was for a hedge to be put up. This has not been done. Ask Planning Department if this can be enforced.

    5. To approve payments
    Payments made to BCKLWN, Bill Punter and P Hallinan.

    6. Village litter update
    The Parish Council decided that they were in favour of anti-litter signage in principle.

    Mark Roach to investigate signage costs and planning requirements.

    7. To discuss the post of Parish Clerk
    Three applications have been made so far. It is proposed to interview the applicants on a suitable date.

    8. Windfarm update
    A leaflet from CAPE is being distributed in the village. A CAPE meeting is to be held on Burnham Market on 4th December.

    9. Comments on emergency plan
    Draft plan was amended during group discussion. It is proposed the plan is launched at the Annual Parish Meeting.

    10. Trees on Cross Lane
    A letter will be sent by Terry Austin to Bernard Mathews of Cruso and Wilkin detailing a planting scheme for the hedge in Cross Lane.

    11. Additional geese at the pond and pond island update
    The additional geese at the pond are causing concern. Nobody knows who owns them.

    RB was concerned the Council would be held responsible. Action by Clerk to ask suitable bodies what responsibility the Council has.

    Island proposal was published on website. No feedback at all. TA to publish proposal in Saints Alive.

    12. To discuss requirements for allotments
    The Chair informed the meeting that six people have requested allotments. TA to write to Bernard Mathews at Cruso and Wilkin requesting use of the rough ground next to the Playing Fields for allotments.

    13. To discuss proposal to close Docking Recycling Centre
    A letter has been send to Michael Chenery objecting to the closure. The Council also said we should ask villagers to write to ian.monson@norfolk.gov.uk, Cabinet member for Environment and Waste, Norfolk County Council, to indicate their protest at the closure.

    14. Correspondence
    Yvonne Rawlings has requested the removal of Parish Council documents from her house. Parish Council approved payment of up to £100 for shredding unwanted documentation. This is after documents that must be kept have been separated out.

    The documents that have to be retained need to go to a permanent storage facility.

    Ask County Council what storage is available.

    It was agreed to make a donation of £100 to BMACCS after they sent us their meeting minutes.

    On Saturday 19th December there will be an unofficial walk along the unofficial new route of Stanhoe Byway No.1. All invited.

    1. To consider accepting apologies for absence

    2. To record declarations of interest from members on any item to be discussed

    3. To approve the Minutes of the last council meeting held on 2nd July 2009
    Minutes approved as a true and accurate record of the meeting.

    4. To adjourn meeting to allow public participation
    John Seedhouse reported to the council that the Speed limit sign on the Docking Rd near Stanhoe Hall had been damaged. It was agreed to pass this on to the Highways department so it could be fixed.

    John Seedhouse raised the idea of an island in the centre of the pond (aka the Pit) at the Green. This would give the ducks a place of refuge. As regards cost he suggested the N.C.C could be involved and they might do it at minimal cost.

    Charles Butcher was present to see if the minutes of Parish Council meetings could be published on the Stanhoe Website. It was agreed to publish the minutes on the web after they had been approved and signed at the following P.C. meeting.

    5. To receive Pond Proposal
    The pond proposal was discussed and council resolved to publicise the pond proposal to get the views of the villagers. It was agreed that this would be done on the website and though Saints Alive.

    6. To discuss village litter
    Litter is ongoing problem in the Village. It was agreed to approach the Police Community Support Officer (PCSO) about the problem and to ask what advice and help could be given. RB agreed to take action to talk to PCSO.

    7. To receive update on wind farms
    Terry Austin gave the council an update on a meeting he attended with Simon Peltenburg of RES ( the wind farm developers).

    8. To discuss Parish Clerk post
    Parish council resolved to give Chair the authority to discuss the post of Parish Clerk with suitable candidates and allow him to negotiate salary up to a maximum of £1500. A job description should also be drawn up.

    9. To receive report on emergency plan
    TA asked councillors to look again at the draft village emergency plan and prepare comments for next meeting.

    10. To discuss trees on Cross Lane
    No further progress to report.

    11. To receive update on playing field fence replacement
    It was agreed that fence condition would be kept under observation for the time being.

    12. To approve payments
    Payment to the Parish Clerk for salary and office expenses approved.

    13. Correspondence
    a. NCC Footpath assessment report.

    The report decision is that Stanhoe has not been successful in having a footpath approved.

    b. Mr Leverton asked that the area around the tree planted in memory of his parents at the Pit could be improved. Don Bridge agreed to see what he could do.

    c. Stanhoe Church Council (SCC) have written to ask if the Stanhoe Parish Council has any claim to a strip of land between the old and new churchyard.

    The parish council is not aware of any claim the Parish council may have to this land. It was agreed to write to SCC to advise them we had no claim and to ask if they knew who owned the path to the graveyard from Docking Rd.

    d. Mr Bryan Williams (developer) of High Barns has unofficially written proposing a permanent re-routing of the Stanhoe Byway No. 1.

    Chair to contact Anabel Symington to ask her views. Clerk to contact Footpath officer to ascertain his knowledge of the proposal.

    e. Mayors Civic Awards for Voluntary Service.

    Parish Council asked to forward name of any person they think should be recognised for the work they do on a voluntary basis. P.C. agreed on a person whose name should be put forward. RB to fill in form and TA to sign on behalf of P.C.

    Minutes of Parish Council Meeting
    Held on Thursday 2nd July 2009 in Village Hall at 7pm

    In the absence of the Clerk, away at a funeral, Pamela Austin acted as Clerk

    1. To consider accepting apologies for absence
    Jill Fenn – Apologies accepted.

    2. To record declarations of interest from members on any item to be discussed
    No interests were declared.

    3. To approve the Minutes of the last council meeting held on 28th May 2009
    Subject to minor amendment concerning the grant received from the second home owners’ fund, it was resolved to approve the minutes as a true and accurate record of the meeting.

    4. To adjourn meeting to allow public participation
    No public participation.

    5. To approve parish council accounts
    Resolved to approve the parish council accounts and the chairman was authorised to sign the annual return for the year ended 31st March 2009 on behalf of the parish council.

    For the future, councillors expressed a wish to receive a copy of the accounts to be approved, prior to the meeting.

    6. To receive update on wind farms
    The chairman reported on:

    a. The refusal by King’s Lynn and West Norfolk Borough Council to allow the erection of a temporary anemometer mast at Fring.

    b. The current status of the proposed wind farm between North Creake, South Creake, Syderstone and Stanhoe. A public meeting to assess reaction to the proposal was being held this evening at North Creake village hall.

    7. To receive report on emergency plan
    A draft village emergency plan was distributed to councillors with the request that this should be reviewed to allow further discussion at the next council meeting.

    8. To discuss trees on Cross Lane
    Permission is still awaited from Knights to plant hedging trees on the boundary of the playing field adjacent to Cross Lane, utilising a grant from the second homes’ fund carried forward from the previous year.

    9. To receive update on bus service
    No further progress to date.

    10. To discuss playing field fence condition
    It is likely that the fence around the children’s play area will need renewing in the near future. In the light of recent vandalism, it may be appropriate to consider a more sturdy structure, which could be the subject of a grant application from the second homes’ fund. It was suggested that the fence could be constructed by volunteers from within the village. Further research would be undertaken on the best form of fencing.

    11. Correspondence
    a. Burnham Market Area Community Car Scheme – Request for raffle prize at Brancaster Village Fete (Kindly provided by Rosemary Brown).

    b. Highway Engineer, Norfolk County Council – Apologies for delay in the footpath assessment on Bircham Road (Now expected in the next two to three weeks).

    c. The Mary Esther Holloway Memorial Reading Room Trust – Thanks for grass cutting of the playing field.

    Held on Thursday 28th May 2009 in Village Hall at 7pm
    Present: Cllrs Pamela Austin, Terry Austin, Pen Roche, Mark Roche, Rosemary Brown, Jill Fenn, Don Bridge

    Also present six members of public

    1. To elect Parish Council Chairman
    Pamela Austin expressed wish to stand down but would consider being chairman again in the future. Terry Austin was elected to be chairman for next 12 months.

    2. To consider accepting apologies for absence
    No apologies received. All present.

    3. To record declarations of interest from members on any item to be discussed
    No interests were declared.

    4. To approve the Minutes of the last council meeting held on 22nd January 2009
    Resolved to approve the minutes as a true and accurate record of the meeting.

    5. To adjourn meeting to allow public participation
    A spokesperson for the a group of residents expressed their concern over the proposed Windfarm in the Stanhoe/Creake/Syderstone area. It was agreed that the Chiplow group ATAC would be consulted with a view to holding a public meeting to discuss the proposed windfarm. Terry Austin to contact Reg Thompson.

    6. Annual parish meeting was reviewed. A vote of thanks to all who worked to make it a success
    The following are the items the village wanted in order of descending popularity:

    a. 30 mph speed limit on Bircham road instead of 40.

    b. A Bus service to serve the village. Suggested that some Coast hopper services could be routed through Stanhoe/Docking/Sedgeford instead of along the coast road. Terry Austin to make initial enquiries.

    c. Improved 30 mph signage on Docking Rd.

    d. Internet Access for Villagers.

    7. Funding
    The council was informed by Pamela Austin that a funding application to the second home owners fund had been successful. An award of £1420 for equipment was given to the Stanhoe Archive Group. The equipment will also be available for use by other groups in the village.

    8. To review the decision making process
    The council agreed that in future Planning applications will be passed to the Chairman and he will convene an informal meeting so all can view the plans communally. The meeting will agree the decision and supporting arguments. These will be passed to the Clerk who will forward them to the B. C Planning Dept.

    9. To discuss Playing field support
    An application to erect a building as a changing room on the playing field was presented by M. Roche (Chairman of Mary Esther Hollway Memorial Trust ). The planning dept wanted to confirm that the Parish gave their commitment to maintain the playing field. The Council agreed they would continue to cut the grass for the duration of the existing contract.

    10. To approve insurance policy
    It was agreed to accept the insurance renewal quote from Allianz. It was also agreed that persons taking part in Speedwatch activities were acting as volunteers of the Parish Council and therefore Public and Employers Liability sections of the policy would apply.

    11. To Discuss Wind Farms
    Having been discussed in the Public part of the meeting this item was passed over.

    4. To adjourn meeting to allow public participation
    Member of Public brought to the attention of council the way in which the trees and hedges were cut on the Barwick Road. He says the appearance was appalling and a disgrace.

    He also raised the planning application for Ivy Farm.

    The plan is to demolish the Farm house. He was arranging for a representative from English Heritage to view the property to ascertain if it could be made a listed building.

    Second Member of Pubic wished to raise awareness of the Stanhoe Website and it was agreed that the Annual Parish meeting was a suitable opportunity.

    Also it was suggested that a computer surgery could be held in the Village hall once a month. This needs broadband access to be available. Council agreed to see what options are available. In particular discuss with Joy Hack.

    5. Annual parish meeting
    Refreshments will be organised by Pen Roche. Charles Butcher will do a presentation on the Stanhoe Website. R. Monbiot will be contacted to confirm her attendance. Terry Austin to put together a presentation on Bircham road footpath.

    6. To discuss plan for path on Bircham Rd
    Assessment is scheduled for beginning of May. Trod path not possible after inspection by Paul Groom. Path inside Hedge still under consideration.

    7. The council agreed to put forward funding applications for the following:
    – a projector,

    – storage cabinets, and

    – a sensory garden.

    8. To receive the following items for information
    Playing Field

    Gary Ayers has been contacted to cut Cross Lane Hedge. Council agreed to this work being done.

    Unitary Authorities

    Decision has been delayed until June.

    Pond Latest

    Dog and Litter Bins have been installed

    9. To discuss Parish council Charitable donations policy
    Resolved to allow charitable donations under section 137 powers where a charitable donation is agreed by the council to be beneficial to the members of the village.

    10. To discuss provision of Emergency Plan
    Resolved adopt the emergency plan template of a local council and D. Bridge and T. Austin to fill it in. Completed document will be reviewed by Council.

    11. Correspondence
    Letter from Leisure and Public Space regarding open water dangers was reviewed. Council voted there was no waters in the village that required a safety inspection.

    Council copied on letter to Environmental Officer regarding the Hedge and Tree cutting on Barwick Rd.

    Council agreed to write to Mike Holdsworth asking what can be done to avoid this in future.

    2. To approve the Minutes of the last council meeting held on 13th November 2008
    Resolved to approve the minutes as a true and accurate record of the meeting.

    3. To record declarations of interest from members on any item to be discussed

    4. To adjourn meeting to allow public participation
    Peter Morris gave a report on funding availability.

    Cutoff date for applications is 31st March. Total Fund available is £80,000. Application forms will be forwarded.

    5. To approve the proposed Parish Precept
    Resolved to approve Parish Precept of £5000 after reviewing proposed budget for 2009. Parish Clerk to forward precept request to BCKLWN.

    6. To discuss plan for path on Bircham Rd
    Resolved to write to Mike Jackson stating our footpath requirements with our reasons supporting the need for a footpath.

    7. To Consider Planning applications
    One application was received for Frogs Hall, Fakenham Rd, Stanhoe.

    Council resolved to approve the planning application with the rider that the access to the property is not directly onto the Fakenham Rd.

    8. To receive the following items for information
    Playing Field

    The contract for cutting the grass on the playing field has been signed with NCS.

    Cutting of the hedge on Cross lane will be contracted to M. Ayers

    Unitary Authorities

    Decision has been delayed until 13th February. Meeting to review decision on 17th Feb.

    Pond Latest

    Dog Bin has arrived and Litter Bins due in early February. This leaves £600 of grant to complete Pond improvements

    9. To discuss Parish council Charitable donations policy
    Resolved to c/fwd to next meeting.

    10. To discuss provision of Emergency Plan
    Resolved to gather more information from Docking Parish Clerk.

    11. To adopt the Freedom Of Information Act New Model Publication Scheme
    Resolved to adopt new scheme.

    12. AOB
    Station Rd bridleway sign is missing. Also the Bridleway is obstructed by building works at High Barn. Resolved to write to Footpaths officer to request reinstatement of sign and proper signage for walkers/horses through High Barn site.

    Yvonne Rawlins can no longer house old Parish records. Resolved to review what is at Field House and look at Storage options available to Parish Council.
